Over 75 Lakh Telangana Voters Yet to Submit SIR Enumeration Forms Despite ECI Deadline Extension
Despite the Election Commission of India (ECI) extending the deadline twice, more than 75 lakh electors in Telangana are yet to submit their Special Intensive Revision (SIR) enumeration forms, raising concerns ahead of the final submission deadline on August 10.
According to data released by the Chief Electoral Officer, Telangana, as of August 5, a total of 75,20,544 voters across the state had not submitted their enumeration forms to their respective Booth Level Officers (BLOs). Hyderabad Tops Pending Submissions
Among all districts, Hyderabad has the highest number of pending enumeration forms, with 20,02,774 electors yet to complete the process.
The other districts with the highest pending submissions include:
- Rangareddy – 13,14,710 pending forms
- Medchal-Malkajgiri – 11,09,751 pending forms
In contrast, the districts with the fewest pending forms are:
- Yadadri Bhuvanagiri – 26,202
- Mulugu – 27,624
- Jayashankar Bhupalpally – 36,010
Poor Response Despite Awareness Campaigns
Election officials said that despite awareness campaigns by Booth Level Officers (BLOs), political parties’ booth-level agents, and residential welfare associations, voter participation has remained below expectations in Hyderabad and surrounding districts. Officials noted that many residents have not yet completed the mandatory enumeration process, even after repeated reminders and two extensions of the submission deadline.
Migrant Voters Showing Little Interest
Election officials also observed that several people who migrated from Andhra Pradesh to Hyderabad are reportedly not interested in retaining their voter registration in the city.

- HITEC City
- Serilingampally
- Vanasthalipuram
Officials believe this trend has contributed to the slow pace of form submissions in the Greater Hyderabad region.
Minimal Progress in Digitisation
The latest figures indicate only marginal improvement in the submission and digitisation of forms over the last five days.

The data suggests that voter participation has increased only slightly despite continued outreach efforts.
BLOs Waiting Until Final Deadline
A Booth Level Officer (BLO) in Hyderabad explained that officials have deliberately avoided marking houses as “uncollectable” or recommending deletion of voters where residents were found absent or had shifted.
According to the official, this approach allows voters to submit their forms before the deadline without undergoing a lengthy restoration process if they return at the last minute.
Once the deadline expires, officials will initiate necessary action for cases where forms remain unsubmitted.
